The Land of Fire (火の国, "Hi no Kuni"), now known as the United Provinces of the Fire Republic (火州の合衆国, "Kashū no Gasshūkoku" or "United Provinces"), or the Fire Republic (火州, "Kashū", Viz: "Fire State"), is a federal parliamentary republic comprised of several provinces which have semi-autonomy as well as a number of colonies. The United Provinces of the Fire Republic (火州の合衆国, "Kashū no Gasshūkoku" or "United Provinces"), also known as the Fire Republic (火州, "Kashū", Viz: "Fire State") or simply the Land of Fire (火の国, "Hi no Kuni"), is a federal parliamentary republic comprised of several provinces which have semi-autonomy as well as a number of colonies. It is led by the democratically elected governor who is called the Chancellor who resides in the capital Ōujisama City. The country is home to a ninja settlement once known as the Leaf Village but in modern times called Leaf City.

(1.) Chancellor (首相, "Shushō", Viz: "Prime Minister")

The Chancellor is the leader of the Fire Republic. They are the commander-in-chief and chief governor of all provinces, territories, states and possessions abroad and domestic. This person is tasked with overseeing the welfare of citizens, approving law and preserving the culture and power of the Republic. The Chancellor has the ability to decree temporary law which can be disputed by the Fire Parliament and or the Supreme Court of the Fire Republic.

(2.) Vice Chancellor (副学長, "Fukugakuchō", Viz: "Vice Minister")

The Vice-Chancellor is the representative of the Colonies of the Fire Republic also known as the Governor of the Colonies. They are tasked with appointing Directors of each colony which must report back to them. It is their job to represent the interests of the colonies to the government of the Fire Republic.

(3.) Governor (知事, "Chiji")

A governor is a member of the Fire Parliament. Their job is to represent the interests of the members of their provinces, the six provinces of the Land of Fire. Within the Parliament, they along with the Chancellor and Vice-Chancellor propose, write and sign ideas into law. The Hokage is the governor of the Hokage Province.

(3.5.) Fire Parliament (消防議会, "Shōbōgikai")

The Fire Parliament is a collection of governors throughout the Fire Republic, including the Hokage who is the governor of the Hokage Province. There are 7 governors; each of their votes equal to a single vote by the Chancellor. The Chancellor can veto any majority vote by the Parliament but it would take 7 Parliament votes to veto a decision made by the Chancellor. The 6 provinces of the Land of Fire each have a governor. All of the Fire Republic's colonies are represented by a single governor known as the Vice-Chancellor who is also apart of the Parliament making up 7 members. Governors are voted on in their provinces by anyone 16 and older. The Vice-Chancellor is chosen by the 6 governors and the Chancellor. If the Chancellor should become incapacitated, die, or resign they will be replaced by the Vice-Chancellor. If the same should happen to him or her the succession shall go as described: Governor of Rekka, Natsu, Taika, Nikkō, Kogeta, Hokage.

(4.) Supreme Court of the Fire Republic (火州の最高裁判所, "Kashū no Saikōsaibansho")

A justice system that interprets law within the Republic. The representative of this court is chosen by the Chancellor; such a person is known as the Fire Magistrate (火治, "Hichi"). This individual appoints the chief judge of each province and is responsible for judgments against governors as well as overseeing Abuse of Power disputes charged against the Chancellor. Difficult to tackle or complicated disputes might also be sent to the Supreme Court for judgment. Governors reserve the right to veto decisions made as well as the Chancellor unless such decisions are charged against them.

The ancient military forces of the United Provinces of the Fire Republic which was founded 1,600 years ago. It consists of the Army, Navy, Air Force, Marines Corps, and Coast Guard. The Chancellor of the Fire Republic is the supreme leader of the armed forces and the regulator of its military power. He or she appoints the Defense Minister (防衛大臣, "Bōeidaijin") who acts as the secondary leader of the armed forces. Said person directs the Department of Defense (防総省, "Bōsōshō", Viz; "Bureau of Defense") which is an ancient executive department of the Land of Fire charged with coordinating and supervising all agencies and functions of the government concerned directly with national security and the Armed Forces. Not only does it have the highest budget of any military in history, but the Department is the largest employer in the world with nearly 9 million active-duty servicemen and women. The Department of Defense is headed by both the Chancellor and the Defense Minister.

The Hokage is a general in the Armed Forces and is tasked with overseeing the Hidden Leaf Army, though does not possess full dominion over their deployment and engagements.

Department of Defense

(防総省, "Bō Sōshō", VIZ; "Bureau of Defense") is an ancient executive department of the imperial government in the Fire Empire, charged with coordinating and supervising all agencies and functions of the government concerned directly with national security and the Imperial Armed Forces. Not only does it have the highest budget of any military in history, but the Department is the largest employer in the world with nearly 3 million active duty servicemen and women. The Department of Defense is headed by both the Fire Emperor and the Supreme Commander (崇高主謀, "Sūkōshubō", VIZ; "Noble Commander"), a high-level head who reports directly to the throne of the Fire Empire.

The headquarters of the Department of Defense is in the capital city's military base, Chūgūhonō.

National Defenses

The Fire Republic's defenses are managed by the Shinobi Coast Guard with direct oversight from the imperial government. In the Coast Guard, there is a unit known as the Core (中核, "Chūkaku", VIZ; "Nucleus") that handles and cares directly for the Jūyonkaisō Barriers over the Land of Fire and its colonies. It is this unit that keeps tabs on the Yin half of the Kyūbi.

Colonies of the Fire Republic

(火州群体, "Kashū no Guntai", Viz: "Fire Republic Colonies")

For over a thousand years the Land of Fire has been a colonial power. It has dominion over other nations and in the past has even granted them complete assimilation into the country, though it has been hundreds of years since that has ever occurred. The colonies are governed by the Vice-Chancellor but can only be acquired by the Chancellor. Each acquisition will see to it that a Director is installed who will report directly to the Vice-Chancellor who reports to the Parliament and the head of the country. The Director of a colony is generally a figurehead and or an individual with loyalties to the Fire Republic. Each colony is expected to provide 5% of its total population to the Fire Republic Armed Forces and each person enlisting and serving as a soldier becomes a full citizen of the Republic within 5 years of service. Their immediate family is also granted citizenship. Otherwise, colonial subjects can pay a fee of 炎500,000 sekka to become full citizens.
Through the Colonial Culture Commission, the Land of Fire collects sensitive intelligence from each land it acquires and archives it for personal use. This includes historical data, secret techniques, and military assets.

Naval Deployments

All Aircraft Carriers are accompanied by carrier groups. All ships patrol and survey the lands around them, keeping eye on their naval capabilities as happenings at up to four miles off shore. The Land of Fire has also put to use technologies from the most-recent alien invasion; information has been equipped to the satellite in space, allowing for enhanced surveillance of national governments and movements of peoples. Such information can be relayed to any of these ships/planes.

Outpost Stations and Military Centers Varying in size, capability and function, the various outpost and military bases throughout the Fire Empire, its colonies and overseas assets, maintain constant communication with Chūgūhonō (中宮炎, "Empress' Palace Flame"), the headquarters of the Imperial Fire Forces of the Fire Empire. Even the headquarters of the Shinobi Armed Forces—Leaf City (葉都市, "Hatoshi", VIZ; "City Hidden in the Leaves") reports to it. Chūgūhonō is located in the capital city, Ōujisama.

— The outposts are scattered around the Fire Empire and its colonies, divided through the land so as to cover all borders.

— At any time there can be anywhere from 5 to 100 soldiers at an outpost.

— Each outpost maintains the All Seeing Eye of the Gods System (神々の義眼, "Kamigamigigankei").

— Each outposts maintains the Mountain Order System (山門筋道, "Sanmonkei Sujimichi").

— Patrols and monitoring are done from the outposts 24/7 and are alternated and changed to remain elusive.

Governed by the Supreme Commander (崇高主謀, "Sūkōshubō", VIZ; "Noble Commander") who leads the entire military, Chūgūhonō (中宮炎, "Empress' Palace Flame") is the headquarters of the Fire Empire Department of Defense, located in the capital of the country, Oujisama City of the Rekka Province. It is oftentimes called the Central Command of the Imperial Fire Forces seeing as all military assets of the Imperial Fire State report back to it. The Chūgūhonō sits on the infamous Fire River (Hi no kawa, "Hi no kawa", VIZ; "River of Fire") and at any given moment has over 40,000 military and civilian workers there. It is the most tightly secured place on earth—few outside of the government have ever seen it. Centered in the middle of 6 towering pagodas is the main hall of the base. Each pagoda is the center for the 6 individual departments of the military. These include the Army, Air Force, Marines, Navy, Coast Guard and Reserves.

— Each military base is guarded by the Jūnihitoe Barrier.

— Most if not all bases are equipped with the Tenryū (天龍, "Dragon of the Sky Flame") weapon.

— All bases maintain the same systems as the outposts as well.

Tiānzhèngjú

(天政局, "Heavenly Administration Agency", VIZ; "Space Administration Agency")

Also known as the HAA or SAA, Tiānzhèngjú is an independent agency of the Fire Empire responsible for the civilian and military space program as well as aeronautics and aerospace research. It works hand-in-hand with the Imperial Armed Forces to provide all sorts of support including data, transportation and communication. Besides several satellites launched by independent companies for commercial purposes, there are satellites in used by the government listed below. All of the satellites have been made with assistance from the Sōzō Corporations, a private contractor.

Tennōheika Satellite (天皇陛下, "His Majesty the Emperor Satellite") is a former satellite launched by the Tiānzhèngjú. It is the first satellite ever launched into space and operated for 50 years. It was destroyed by the Planetary Four (惑星の四, "Wakusei no Shi") during their invasion of earth. Tennōheika was constructed by the Sōzō Corporations.


Tiān Xiàn 1 (天限一, "Sky Limit 1" or "TX1") is a low orbit spy satellite directed to keep "eyes" specifically on the Land of Lightning. It is designed to record high resolution imagery and video while communicating it to the Military Security Agency's secure database. At all times the satellite is surveying the Lightning Country.


Tiān Xiàn 2 (天限二, "Sky Limit 2" or "TX2") is a low orbit spy satellite directed to keep "eyes" on the Fire Empire and its closest colonies. It is for security purposes and acts the same as TX1 but for kinder purposes. It also functions as a weather detection device and has been used increasingly for scientific studies about geographical phenomenons and space including map making.


Hēixiāngzǒuláng (黑箱走廊, "Black Box Corridor") is a highly classified military satellite tasked with communicating with several ground-based structures for attack purposes. It is highly reflective to certain concentrated materials and appears to be nothing but black space to those who attempt to see it. Without its coordinates, it is impossible to know of it. This satellite also has anti-satellite capabilities.


Lǎohǔ Zhī Zhǎo Constellation (老虎之爪星座, "Tiger's Jaw Constellation") are a series of 24 reconnaissance satellites. In the military and intelligence community it is known as a spy satellite arrangement. Deployed for military or intelligence applications, these machines use intricate technologies obtained from the Planetary Four which allow them to video record, snap high definition images and instantly communicate with those on earth. The images are to in depth that street signs can be read. Data is sent back to earth via the Huǒjù (火炬, "Torch", VIZ; "The Flame"), a classified database. There are several major types of reconnaissance satellite: navy/aircraft detection, large explosion detection, significant chakra detection. photo surveillance, electronic-reconnaissance, radar imaging, and population concentration. Each of the satellites have their own tasks and defense systems that mirror naval defenses.


World Positioning System (世界按排制度, "Sekaianbaiseido", VIZ; "WPS") is a space-based radionavigation system owned by the Fire Empire government and operated by the Imperial Air Force. It is a global navigation satellite system that provides geolocation and time information to a WPS receiver anywhere on or near the Earth where there is an unobstructed line of sight to four or more WPS satellites. Its is a constellation of satellites and is the only system like it of its kind. The Fire Empire allows all nations to use it, for free, but reserves the right to cut it off for all or some.
